On May 19, 2025, the U.S. Supreme Court granted the government’s request for an emergency stay of Judge Edward Chen’s order in National TPS Alliance, et al., v. Kristi Noem et al., No. 3:25-cv-01766 (N.D. Cal. March 31, 2025). Secretary of Homeland Security Announces Termination of 2021 Designation of Venezuela for Temporary Protected Status, EADs Expire on November 7, 2025
After reviewing country conditions and consulting with the appropriate U.S. government agencies, Secretary of Homeland Security Kristi Noem has determined Venezuela no longer meets the statutory requirements for Temporary Protected Status (TPS). Venezuela’s 2021 TPS designation and related benefits terminate on Nov. 7, 2025, at 11:59 p.m.
Expired North Carolina Driver’s Licenses Are Not Valid for Form I-9 Purposes
On July 1, 2025, the N.C. Division of Motor Vehicles (NCDMV) announced that Senate Bill 391 was signed into law by Governor Josh Stein, allowing Class C licenses (standard passenger vehicle licenses) expiring on or after July 1, 2025 to remain valid for driving purposes only within the state for up to two years beyond the printed expiration date.

New Frequently Asked Questions Added to E-Verify’s EAD Revocation Web Page
A new resource is available for questions about Employment Authorization Document (EAD) revocation, Form I-9 reverification, and the Status Change Report.
The Status Change Report identifies E-Verify cases that were created with an EAD that has since been revoked by DHS. The new guidance on the EAD Revocation Guidance for E-Verify Employers web page explains information in the Status Change Report and when to reverify an employee’s employment authorization.
DHS Complies with District Court-Issued Stay to Postpone the Termination of TPS for Nepal, Honduras, and Nicaragua
On July 31, 2025, the U.S. District Court for the Northern District of California issued a stay to postpone the termination of Temporary Protected Status (TPS) for Nepal, Honduras, and Nicaragua until Nov. 18, 2025.

Update:Compliance with District Court Order Regarding Designation of TPS Haiti
On July 1, 2025, DHS terminated the designation of Haiti for Temporary Protected Status (TPS). Haiti’s TPS designation and related benefits were slated to terminate on Sept. 2, 2025. However, on July 15, 2025, the U.S. District Court for the Eastern District of New York issued a final judgement in Haitian Evangelical Clergy Ass’n v. Trump, No. 25-cv-1464, that that makes the effective date of any termination no earlier than Feb.

Status Change Report Updated to include Document Number
The Status Change Report was initially deployed on June 20, 2025, to help you identify if any of your E-Verify cases were created with an Employment Authorization Document (EAD) that has been revoked by DHS. As of July 15, the report includes an additional “Revoked Document Number” field to help you determine whether an employee’s EAD presented for Form I-9 and used to create their E-Verify case is the revoked EAD in the report. If this EAD has been revoked, you must reverify the employee.
